2017年6月14日,这个日子对于伦敦市民而言无疑是痛心的。
格伦费尔大火已经不知不觉熄灭了五年之久,这场北肯辛顿的灾难不仅给伦敦乃至整个英国带来了无尽的痛苦,同时也带来了变革。
当时这场足以载入史册的大火无情地带走了72条鲜活的生命,而在后续调查中,前社区和地方政府部门秘书皮克尔斯勋爵说,在格伦费尔火灾中确切的死亡人数是是96人。

200多名消防员参与了当时的灭火,但由于外墙包覆层系统(cladding)易燃性极高使大火延展,整座塔楼最终几乎被全部烧毁。
根据此后的调查结果显示,火灾源头竟然仅仅是因为大楼四层冰箱发生了故障,产生的点点火星竟然就将整栋大楼吞没。
在火灾后的五年间,住房部长都已更换四任的英国政府也多次对本国的消防安全和高楼安危作出了重新评估,并要求所有高楼进行消防检测。
在2018年英国政府出台新规,要求在2019年6月前,去除所有海拔超过18米的建筑外墙的易燃材料覆层。

关于灾后措施,英国PA通讯社也详细分析了这场悲剧及其后果背后的其他统计数据:
51亿英镑——政府承诺为英格兰所有超过18米高的建筑更换不安全的包层,2021年承诺提供35亿英镑,2020年承诺提供16亿英镑。
201——这是火灾后,需要重新安置的家庭数量。据肯辛顿和切尔西皇家自治市称,其中3人仍住在临时住所。
486——灾后有486栋超过18米高的建筑被认定为有格伦费尔风格的覆层。
58——截至2022年5月,仍有58栋18米以上的建筑尚未拆除外墙。
1149——由于火灾安全问题,仍需要采取警醒等紧急措施的建筑物。
198 ——现在已经有固定住房的灾后家庭。
4.06亿英镑——这大约是肯辛顿和切尔西皇家自治市截至去年5月在灾后应对和恢复工作上的支出。
这场无情大火无疑也是英国高楼建筑安全改革的导火索。
在18年政府下令拆除外层后,2019年又出台了一项新规定,要求银行在考虑提供贷款前,必须让业主出示EWS1 Certificate(外墙火灾审查证书),以证明该房子已经达到了最新的防火标准。
此后英国每栋高楼都会被评定一个EWS1等级,从A1(完全合格)到B2(没有达到消防安全指标,全楼需要整修工作)。业主们此后都会收到一个外墙火灾审查书。
而如果你是拿到B2评级的买房者就将无法在整修完成之前买卖房屋。这是因为英国的银行贷款要求卖家出示EWS1评级,绝大部分银行视B2等级的房子为无价值而拒绝受理贷款,导致这些房屋无法进行交易。
因此您如果在英国有买房需求的话,若你所购买的公寓没有外墙覆层,那么就可以提前避开申请EWS1证书的复杂环节。
而若是不幸购买了带有外墙覆层的房子怎么办?首先一定要往新楼和新项目去选,因为规定已出台多年,新房的安全问题一般都有保障。否则的话一定要提前弄清楚你所购买的房子是否有EWS1保障。
毕竟根据住房部数据显示,仍有超过80万的业主在等待申请EWS1。
除了EWS1证书,许多英国建筑还遵循“BFL12标准”,市政府从室内装潢到住宅周边街道等12条要素,都有相应严格的执行标准,这也被英国政府用来评估计划或已开发房产的价值,保障很完善。
